Eyewear Certifications Explained: ANSI Z87.1 vs CE vs ISO vs FDA — Which One Do You Actually Need?

Eyewear certifications can determine whether your order reaches the shelf smoothly or becomes a compliance problem after production.

A buyer receives three quotations from eyewear factories. One supplier says “ANSI Z87.1 certified.” Another lists “CE, FDA, ISO.” A third sends six different test reports. The price difference is significant, but none explains which document is actually required for the buyer’s product and destination market.

This is where expensive sourcing mistakes begin.

ANSI Z87.1, CE, ISO and FDA do not perform the same function. Some are product performance standards. Some relate to market access. Some apply to factory management systems. FDA is a regulatory authority rather than an eyewear certification at all.

The simple answer: the certification you need depends on the product, intended use and country where it will be sold.

The first purchasing rule is therefore simple:

Do not ask a supplier, “What certificates do you have?”

Ask instead:

“Which standards apply to this model, its intended use, and the target market? Can you provide the corresponding test reports and compliance documentation?”

That question produces a much more useful answer.

What Are the Standards for Safety Glasses?

Safety glasses are not simply sunglasses made with thicker PC lenses.

Their intended purpose is protection against hazards such as flying particles, fragments, splashes or potentially harmful radiation. In workplace applications, the required protection therefore depends on the hazard rather than only on lens darkness or UV protection.

In the United States, OSHA requires employers to provide appropriate eye or face protection where workers are exposed to relevant hazards. OSHA’s current eye-protection regulation recognizes ANSI/ISEA Z87.1, while also allowing equipment demonstrated to provide at least equivalent protection.

For distributors supplying construction companies, factories, engineering companies or PPE dealers, the target standard should be confirmed before tooling or mass production begins.

ANSI Z87.1 vs AS/NZS 1337.1 vs CSA Z94.3

These standards solve a similar purchasing problem — occupational eye and face protection — but they belong to different regulatory and standards environments.

CSA Group describes Z94.3 as a standard for occupational eye and face protectors. Canada’s CCOHS further notes that many Canadian jurisdictions require eye and face protection to meet CSA Z94.3, while advising users to check the legislation applying in their specific jurisdiction.

For Australia and New Zealand, AS/NZS 1337.1:2010 has long been the familiar specification for non-prescription occupational eye and face protection. Standards Australia still lists it, but there is an important 2026 development: AS 16321.1:2026, based on ISO 16321-1:2021 with Australian modifications, was published on May 29, 2026. Buyers selling into Australia should therefore verify the current requirement and any applicable transition arrangements rather than automatically specifying an old standard number from a previous purchase order.

New Zealand WorkSafe also advises businesses to select eye protection complying with applicable AS/NZS standards.

Why ANSI Z87.1 Alone Does Not Automatically Cover Australia or Canada

This is a common sourcing mistake.

A factory may already have an ANSI Z87.1 test report for a safety-glasses model. That is useful evidence when targeting U.S. workplace customers.

But it does not automatically turn the same product into an AS/NZS- or CSA-compliant product.

The standards can differ in test methods, classifications, markings, documentation and acceptance requirements. Even when the physical construction is similar, compliance should be confirmed against the standard required by the destination market.

The better workflow is:

Target market → intended use → applicable standard → product engineering → testing → markings → mass production.

Not the other way around.

What Is CE Marking? Understanding EU Market Access

One of the most common statements in eyewear sourcing is:

“We have a CE certificate.”

That sentence needs more investigation.

CE is not a premium-quality award and it does not mean the European Union has personally inspected and approved every pair of glasses.

The European Commission explains that manufacturers are responsible for completing the applicable conformity assessment, preparing technical documentation, issuing the EU Declaration of Conformity and affixing the CE marking when required. By placing CE marking on a product, the manufacturer declares that the product meets the applicable EU legal requirements.

For personal protective equipment, the relevant framework is Regulation (EU) 2016/425. The European Commission states that PPE placed on the EU market must satisfy the regulation’s essential health and safety requirements and that CE marking demonstrates conformity with applicable EU legislation.

CE Is Not Simply “Self-Certification” in Every Case

This distinction matters.

You will sometimes see CE described as nothing more than manufacturer self-declaration. That is incomplete.

The conformity assessment procedure depends on the PPE risk category.

Simple PPE protecting against certain minimal risks can follow a manufacturer-controlled conformity assessment route. Higher-risk PPE may require involvement from a notified body.

For eyewear buyers, this means the documentation package for ordinary general-use sunglasses may be very different from the compliance route for industrial protective goggles.

Therefore, when a supplier says “CE available,” ask:

Which EU legislation applies?

Which standard was used for testing?

What PPE category is the product?

Can you provide the EU Declaration of Conformity?

Is notified-body involvement required for this product?

A JPEG containing a CE logo is not sufficient compliance evidence.

ISO Standards in Eyewear — Not All ISO Numbers Mean the Same Thing

Another recurring purchasing mistake is treating the word ISO as one universal certificate.

It is not.

Compare these three statements:

“Our sunglasses meet ISO 12312-1.”

“Our optical frames were tested according to ISO 12870.”

“Our factory is ISO 9001 certified.”

They describe three completely different things.

Does not mean every eyewear model passed a product safety standard

ISO currently lists ISO 12312-1:2022 for general-use sunglasses, with an amendment published in 2026. The standard applies to afocal sunglasses and clip-ons for general use, including road use and driving, and specifically excludes occupational eye protection and certain sport-specific eye protectors.

That scope matters.

A fashion sunglass passing ISO 12312-1 should not automatically be marketed as industrial safety eyewear.

What Is ISO 12870?

ISO 12870 serves a different product category.

The current ISO 12870:2024 specifies fundamental requirements and test methods for unglazed spectacle frames designed for use with prescription lenses. ISO expressly states that the standard does not apply to spectacle frames used for eye protection or to afocal sunglasses covered by other standards.

For an optical-frame buyer, ISO 12870 can therefore be highly relevant.

For a distributor buying industrial safety goggles, it is the wrong starting point.

The standard number should follow the product.

What Does ISO 9001 Tell an Eyewear Buyer?

ISO 9001 is different again.

It addresses the organization’s quality management system, not the performance of one sunglasses model.

ISO explains that ISO 9001 certification is voluntary and is typically used to provide independent confidence that an organization operates a quality management system meeting the standard’s requirements. ISO itself does not certify factories; independent certification bodies conduct certification.

For sourcing, ISO 9001 is therefore best treated as a supplier-management signal.

It can support questions such as:

Does the factory maintain controlled procedures?

Are quality records managed systematically?

Are corrective actions documented?

Is there a structured system behind production and inspection?

But ISO 9001 should never replace a model-specific test report.

A factory can have an excellent quality management system and still manufacture a product that has never been tested to the standard required by your market.

What Does FDA Mean for Sunglasses and Eyewear?

This is probably the most misunderstood item on Chinese eyewear quotations.

FDA is not an eyewear certification comparable to ANSI Z87.1.

FDA is the U.S. Food and Drug Administration, a regulatory authority.

FDA states that sunglasses, spectacle frames, spectacle lenses and magnifying spectacles are medical devices that are generally exempt from Premarket Notification 510(k). However, being 510(k)-exempt does not mean they are exempt from FDA requirements. Relevant obligations can include establishment registration, device listing, U.S. agent requirements for foreign establishments, labeling and lens impact-resistance requirements.

For spectacle and sunglass lenses, FDA specifically states that lenses sold in the United States must comply with the impact-resistance requirements of 21 CFR 801.410, and documentation demonstrating compliance should accompany applicable imported lots.

This is commercially important because a buyer asking only for “FDA” may actually need several different pieces of compliance evidence.

There Is No Generic “FDA Certificate”

If a supplier sends you an impressive-looking document titled:

FDA Registration Certificate

do not assume FDA issued it.

FDA explicitly states that it does not issue device registration certificates and does not certify a company merely because its establishment is registered or its devices are listed. Registration also does not mean FDA has approved, cleared or endorsed the product.

For buyers, the better verification method is to check the appropriate FDA registration/listing information and confirm the actual regulatory status of the product.

This is one of the easiest ways to distinguish genuine compliance work from certificate marketing.

Which Eyewear Certification Do You Actually Need?

Instead of building a collection of certificates, start with four questions.

FAQ About Eyewear Certifications

1. Can a supplier use a fake CE mark? How do I verify it?

Yes.

Fake CE marks (often jokingly referred to as “China Export” marks due to closer letter spacing) are common among low-end suppliers. To verify, ask the supplier for the “Declaration of Conformity (DoC)” and the test report from an accredited third-party lab (like SGS, TUV, or ITS).

2. Is CE a quality certificate?

No.

CE is a regulatory conformity marking used for products covered by applicable EU harmonisation legislation. It indicates that the manufacturer declares conformity with relevant EU requirements after following the applicable conformity-assessment process. It should not be described simply as a premium-quality certificate.

3. Is ISO 9001 enough to prove my sunglasses are compliant?

No.

ISO 9001 concerns the manufacturer’s quality management system. It does not replace model-specific testing such as ISO 12312-1 for applicable general-use sunglasses or occupational safety standards for protective eyewear. ISO describes ISO 9001 certification as voluntary management-system certification.

4. What is the difference between ISO 12312-1 and ISO 12870?

ISO 12312-1 applies to general-use non-prescription sunglasses and clip-ons, while ISO 12870 applies primarily to unglazed spectacle frames intended for prescription lenses. They are product standards for different eyewear categories.

5. Can the same safety glasses be tested for ANSI Z87.1, AS/NZS and CSA requirements?

Potentially, yes, if the product construction is capable of satisfying each applicable requirement.

However, one test report should not automatically be treated as evidence of conformity with another standard. Confirm the required testing, markings and documentation for each market before production.

For multinational PPE distributors, designing one frame platform around several target markets from the beginning can be more efficient than modifying the product after each new market launch.

6. What happens if my eyewear fails customs inspection due to missing certificates?

Depending on the country and the severity of the missing documentation, customs authorities may hold the goods pending document submission, return the goods to the origin country at your expense, or seize and destroy the shipment entirely.

Choose the Market First, Then Choose the Certification

The biggest eyewear compliance mistake is not failing a laboratory test.

It is testing the wrong requirement.

ANSI Z87.1, CE, ISO and FDA are not four interchangeable badges.

ANSI Z87.1 primarily addresses occupational eye and face protection in the United States.

CE marking relates to conformity with applicable EU legislation.

ISO 12312-1 and ISO 12870 are product standards covering different eyewear categories.

ISO 9001 concerns the manufacturer’s quality management system.

FDA regulates eyewear products entering the United States and should not be reduced to a so-called “FDA certificate.”
